President, Rich McKinnon

Rich McKinnon has over 25 years of experience in the construction industry. After graduating from trade school, he spent 8 years working for a general contractor specializing in the construction of custom homes and post offices in Connecticut and Rhode Island. In 2004 Rich started his own construction company, which he operated until 2017 when he decided to expand upon his knowledge and experience by enrolling in the Pre-Licensure Training Program for the Building Official license. He was hired by the Town of Avon in 2018 as the Assistant Building Official. Rich is currently the Building Official and Land-use department head for the Town of Bolton.
Vice President, Lou Coppola

Lou Coppola earned a Bachelor of Science in Accounting from Quinnipiac University in 1995. Combining his educational background with a lifelong passion for construction, Lou followed in his father's footsteps and, in February 2000, became the Owner and Operator of a successful building and remodeling company.
With more than 25 years of experience in the construction industry, Lou's company received numerous local Renovation Company of the Year awards and was recognized among the Top 500 Remodeling Companies in the United States.
In 2016, Lou transitioned into public service after obtaining his Assistant Building Official (ABO) certification from the State of Connecticut. He began his code enforcement career serving the Towns of East Haven and North Branford on a part-time basis. In 2017, he joined the Town of Wallingford as the Assistant Building Official while continuing his professional development and earning his Building Official (BO) certification in 2021.
In late 2025, Lou was appointed Chief Building Official for the Town of Wallingford, where he oversees the administration and enforcement of the Connecticut State Building Code, building permit operations, inspections, and code compliance.
Outside of his professional career, Lou is deeply committed to public service in his hometown of North Haven. He has served on numerous municipal boards and commissions, including the Middle School Building Committee, Zoning Board of Appeals, Building Board of Appeals, and Community Services Commission. He currently serves as the Team Manager for the North Haven Community Emergency Response Team (CERT), demonstrating his ongoing dedication to emergency preparedness and community resilience.
Throughout his career, Lou has remained committed to promoting public safety, supporting professional development within the code enforcement community, and advancing excellence in the building profession.
Second Vice President, Joseph V. Cassidy, PE

Mr. Cassidy is a consultant specializing in building and fire code compliance. Prior to opening his practice, he was the State Building Official for 11 years and lead the Office of the State Building Inspector which is responsible for adoption of the State Building Code and for plan review and inspection of major state-owned construction projects.
Mr. Cassidy has been in the construction industry for over 35 years and was a state employee for 27 years. He is a Licensed Professional Engineer and holds a bachelor’s degree in mechanical engineering. He is also a Licensed Building Official and Certified Fire and Life Safety and Hazmat Inspector. Treasurer, Brian Holt

Brian Holt has over 22 years of experience in the construction industry. After graduating from Platt Technical High School in Milford, Connecticut, in 2002, he began his career in residential construction, developing extensive hands-on experience in all phases of the building trade. Brian later founded and operated his own construction company, specializing in residential remodeling, where he earned a reputation for quality craftsmanship, attention to detail, and exceptional customer service.
In 2024, Brian joined the Town of Wallingford as a Construction Inspector. After one year in that role, he was promoted to Assistant Building Official. Seeking to further expand his knowledge and expertise in code enforcement and public safety, Brian enrolled in the Assistant Building Official (ABO) Pre-Licensure Training Program in 2025 and successfully completed the program the same year.
Today, Brian serves as the Assistant Building Official for the Town of Wallingford, where he applies more than two decades of construction experience to ensure code compliance, promote safe building practices, and provide professional, responsive service to residents, contractors, and design professionals.
Secretary, Giovanni Vazquez

Giovanni has more than 16 years of experience in the restoration and construction industry. He began his career as a technician and tradesman for a restoration company, working on both commercial and residential properties throughout Connecticut, Rhode Island, and Massachusetts. His expertise includes insurance claims and residential contracting.
Through dedication and hard work, Giovanni advanced from laborer to Project Manager, overseeing both mitigation and reconstruction projects. He holds certifications from the IICRC in Water Damage Restoration and Fire & Smoke Damage Restoration. In addition, he is licensed to perform trauma and crime scene restoration.
After more than 10 years of hands-on experience in the field, Giovanni partnered with others to establish his own restoration company, allowing him to further develop his leadership and industry expertise.
In 2022, Giovanni joined the City of Hartford as a Housing Code Enforcement Officer. While serving in this role, he expanded his professional qualifications by enrolling in a building official pre-licensure program at the recommendation of his department. Since then, he has been promoted from the Housing Division to the Licenses and Inspections Department.
Today, Giovanni is a licensed Building Official with the City of Hartford, where he continues to apply his extensive field experience, technical knowledge, and commitment to public safety in ensuring compliance with building codes and standards.

Randy has been in business for himself since 1984 owning and running a service station in Vernon CT. then starting his construction company in 1989 as a home improvement contractor / design and build company tested and passed his ABO in 2014 and 2018 for his BO. Worked for the town of Bolton covering Bolton, Ashford, Willington and Andover as Assistant BO and in-term BO then was hired in Coventry as Chief BO in 2023. Served on the CBOA E-board since 2019 as Secretary and Vice President
